How the Program Works
Project Criteria
Must address an identified Army manufacturing need, producibility gap, or supply chain limitation, an outlined acquisition plan, alignment with a documented PEO PM requirement, and demonstrated ability to reach Manufacturing Readiness Level (MRL) 4.
Selection and Alignment
Use a competitive process to identify manufacturing challenges tied to Army priorities and acquisition strategies, focusing on beneficial technologies that improve producibility, reduce cost, and/or enhance supply chain resilience.
Manufacturing Process Maturation
Advance promising processes through design refinement, pilot production, and manufacturing technology demonstrations to ensure readiness for scale-up and integration.
Pilot Production and Validation
Execute pilot runs and production demonstrations in relevant industrial environments to validate performance, cost-effectiveness, and scalability.
Evaluation
Conduct structured assessments of manufacturing readiness and establish transition pathways into Programs of Record or sustainment operations.
Transition Planning
Transition matured manufacturing technologies into Army programs to support full-rate production, lifecycle sustainment, and industrial base modernization.

ManTech invests in maturing manufacturing processes, not prototypes or novel technologies, to bridge the gap between lab-scale innovation and full-rate production. Projects focus on scaling novel materials, automation techniques, and digital manufacturing workflows to meet Army cost and throughput targets.
Alignment with Acquisition and Sustainment Needs
Every ManTech effort is grounded in real-world production challenges tied to Army acquisition programs. Projects are selected based on their potential to reduce lifecycle costs, improve manufacturability, and enhance supply chain agility, especially for systems critical to Army modernization.
Engineering Collaboration Across the Enterprise
ManTech fosters deep collaboration between industry, Army engineers, and acquisition stakeholders to ensure manufacturing solutions are technically sound, producible, and transition-ready. This includes joint design-for-manufacture reviews, pilot line development, and integration with depot and Original Equipment Manufacturer (OEM) capabilities.
Structured Pathways to Production Transition
From day one, ManTech projects are built around transition. Each effort includes a Manufacturing Transition Agreement, defined cost and production throughput targets, and coordination with PEOs, PMs, and sustainment commands to ensure readiness for insertion into Programs of Record or organic industrial facilities.
Industrial Base Modernization and Validation
ManTech supports the Army’s broader goal of transforming its industrial base. Projects include production demonstrations, cost modeling, and supply chain assessments to validate readiness for contested logistics environments. Success is measured not just in technical merit, but in scalable, affordable, and sustainable production outcomes.
